$EP 141371 NOTE FOR FILES TELECON WITH KEN CANADT, DUKE POWER COMPANY - SEPTEGER 13, 1972 GENERAL MATTERS - OCONEE 1.

Duka has employed a consultant to work on the Oconee Industrial Security Plan.

It is anticipated that the consultant's work will be completed by October 1, 1972 and that Duke will submit its plan to the AEC by October 15, 1972.

K. Canady was told per my discussicis with Fred Clark, Environmental Projects, that we would be ready to discuss the environmental tech specs (Appendix 3 to the license) with Duke, the first week in October. These specs will be on a station basis covering all three Oconee Units.

Duke has written a letter to Directorate of Licensing requesting reconsideration of our position on minimum crew size for :nulti-unit operation at Ocones.

Canady was advised that per my discussion with C. Ferrell Site Analysis, that the site boundary thyroid dose resulting from hydrogen purging is above the acceptable guideline valve by our independent analysis but that the metter is sci 11 under review.

Can.ady was advised that per my discussion with C. Ferrell, Site Analysis, that the doses rsaulting from the fuel handling accident using new guideline assumptions for retention of iodine in water are acceptably low. Cur assumptions and the applicant's assumptions differ but in both esses the results are acceptable.
