JUN 151972 Note to Files TELECON WITH CANADY, DUKE POWER REGARDING JUNE 15, 1972 MEETING ON TECH SPEC ITEMS, JUNE 13, 1972 I called Ken Canady to pass on information to him regarding On June 13, 1972 the upcoming meeting with Duke on Oconee Unit 1 Technical Specifications.

Our outstanding concerns with the Technical Specifications are in the i

following areas.

Electrical System - As a result of a discussion between Voss Moore, Al Schwencer, Bob Pollard and myself, several outstanding items regarding 1.

the subject meeting.

the Oconee electrical system will be discussed at These items deal principally with the restricted and unrestricted conditions for startup and remaining at power of the of f-site and on-site power systems, in particular the philoschy and logic behind the use of the Keowee hydro-units, the underground feeder line from the hydros, and Also the use of two 230 KV lines on the the Lee Station gas turbine.

same transmission towers as a redundant of f- ' te power source is q ues tionable.

Administrative Controls - Discussions.with Van Niel, Max Hildreth as well 2.

as Region II have resulted in some concern over both the substance and the format of the Oconee 1 Technical Specifications in the area of These areas principally involve Safety Guide 16, Administrative Controls.

ANS 3.2 and Operational Safety Guide 11.

It is the contention of the reviewers that the tech specs could be made clearer in their intent to meet these guides and standards.

i Radioactive Effluents - Site Safety has indicated that the tech specs 3.

used should be the versions already developed which incorporated Anoendix I cri:eria (Maine Yankee).

It is our intent to discuss this with Duke and provide them with limited guidance. A major assistance effort will be required from _ Site Safety to adapt these specifications to Oconee 1 in time for licensing..although we had planned to do so for Unit 2.

Environmental Matters - It is our understanding that limiting conditions, 4.

monitoring and reporting of plant influences on the environment within the assumptions used in the environmental statement must be incorporated into the technical specifications. Environmental Projects is not prepared to offer guidance in this matter so we intend to merely inform Duke that these additions to the tech specs are coming.

Misc. - There are a number of miscellaneous editorial and minor revisions 5.

to the tech specs which will be covered at the meeting.

.s 2-It. is not anticipated that areas 1, 2 and 5 above will create any concern over the schedule for licensing Unit 1 and improvements made now in these areas will lessen the burden with regard to Unit 2 tech stecs. However, the areas in 3 and 4 above can potentially cause delays in the approval of Unit 1 Tech Specs depending upon the extent of tavision required to reach a satis-factory position.
