DOCKET NO. 50-269_

SUM"ARY OF MEETING - MAY 24, 1972

.Sumnarv with n ke Power A reeting was held at Bethesda, varyland on May 24, 1972 u

Following the attached scends, Duke Power

?

Company and Babcock & Wilcox.

and B&W ende a detailed presentation on their efforts to determine the cause i

the and to effect a fix to prevent recurrence of the damage suffered by Oconee Unit 1 Reactor Vessel Internals durine hot functional testine.

B&W cave a comprehensive rundoun of what efforts are undervav in the five Conies of the presentation raterial (51 paces) have been areas of damage.

In surnarv it retained for the docket file and the PHP.~1 ranch No. 4 files.

g annears that B&W has found potential solutions to the flow induced vibratorv 5 i j

stresses believed to have caused the fatigue failures by lowering allowable stress icvels, increasinn the natural frecuency of conoonents and by j~

minimizing the forcine function frequencies. There also will be sienificant

[,

modification to the therral shield mounting and fixing to constrain rotion.

t k.

B&W is proposing internals vibration instrurentation (which is still in the I

conceptual stane) with Safety Guide 20 " Vibration Measurements on Renetor loose parts Internals" in mind and is experleenting with systems to detect i

during operation. Tapes were played which dramatically detected actual loose parts impacts usinn a transducer placed on the outside of one of the oconee 1 steam generators.

j, Hopefully in the interest of savinn tire B&W will be in a position to

{

['

docueent its redesinn and the basis therefore at an enriv date to nernit a p

timely review by the AEC.. The supportine information for the redesian basis d

would follow at a later date.

B&W plans to reassenble Unit 1 by October 1, Oconee 2

-11 1972 and be ready for Hot Functional Testing by Novceber 1.1972.

f would follow about one month later. The only redesten that has not been d

finalized relates to the possible use of fasteninc devices at the upoer end N,

of the thermal shield.

It was lef t un to Duke and B&W to establish their l

own schedule for submitting information for our review but they were told that we currently plan to no to the ACRS in November on Units 2 and 3.

It goes without saying that the Unit 2/3 review completion depends on resolution of Oconee 1 probless and therefore our schedule for Units 2 and 3 will be in jeopardy if this information is not received soon.
