DUKE POWER COMPANY (OCONEE 1, 2, AND 3) - DOCKET NOS. 50-269, 270 AND 287 The enclosed report of an inspection of the subject facilities on April 18-21, 1972, is forwarded for informaticn and for possible action.

The report relates to an inspection which was made to review the licensee's proposed power ascension test program and the steam generator repair effort.

Our review of the licensee's proposed power ascension test program indicated the program to be less comprehensive than the programs deyeloped for current generation PWR facilities. We have scheduled a followup inspection to further review the proposed program and to resolve our differences with the licensee as to its adequacy.

The item suggesting a possible need for action relates to the proximity of control air components to the battery room for Unit 2.

(Paragraph II.4 of the report).

In this regard, we question whether the station batteries can withstand the consequences of failure of the control air system (e.g., missiles, pipe whip).

Specific areas of concern are as follows:

1.

The air receiver for the control air system is located in an alcove off the Unit 2 battery room.

2.

The licensee is not required to routinely test the air system relief valves.

3.

A 2-1/2" diameter air line is routed through the Unit 2 batterf room.
