I. A. Peltier, PWR Branch 74. DEL RADIATION MONITORING EQUIPMENT FOR OCONEE NUCLEAR POWER STATION Based on the estimated release of radiciodine it is questionable that

[

the monitoring device (IRIA-44, FSAR 11-17) to be installed in the unit vents will have the required sensitivity for measuring the anticipated levels either for a continuous or instantaneous release.

The applicant should be requested to verify the capability of this particular monitor.

In addition the Techn4e=1 Specification should require the applicant to : meet the criteria set forth in Safety Guide 21 - Measuring and Reporting of Effluents from Nuclear Power Plants.

De applicant should also be requested to verify tha': the charcoal to be used in the monitor is impregnated (i.e. KI) to assure collection of both elemental and non-elemental forms of iodine. Since the charcoal cartridge is a fixed sampler the applicant should provide information as to the frequency at which the charcoal will be changed (or included in the Technical Specifications.).
