DeYoung, Assistant Director for PWRs, DRL TECHNICAL SPECIFICATION TREATMENT OF REACTOR PHYSICS TESTS In discussing the Technical Specifications with Duke Power Cong.any on the Oconee Unit No. 1 app _lication, it appeared that the applicant inte's3 elf:E6 take exception to many of the specifications to accomodate special conditions of reactor physics testing.
A brief review of issued Technical Specifications on PWRs indicates no treatment of reactor physics testing other than a requirement to
- report results of such tests at a later date. It is recommended that the Technical Specification Control Group consider the need, if any, to permit exceptions to Technical Specifications for such testing.
The appseach being taken on Oconee as an interim neasure is:

Request such exceptions be held to an absolute minimum;

Technical Specifications be incorporated to control such

exceptions; and The reasons for these exceptions (special Technical Specifications) j c.
be addressed in the bases.
