ENCLOSURE I REPORT OF SITE VISIT TO OCONEE NUCLEAR STATION JULY 12 & 13, 1972 OPERATING LICENSE REVIEW Summary 1.
Crew Size:
Based upon the information received at this meeting and our internal guidance, Duke will be given a letter stating our position on the crew size for 2 and 3 unit operation.

Licensing of Assistant Control Operator:
Duke was unwilling to commit a third licensed operator to the Oconee 1 startup until AEC committed to giving licensing exams, both oral and written in December 19'/2 and oral in January 1973. For the July 26, 1972 amendment to Ehe FSAR the tech specs would not be changed to include such a commitment on Duke's part but we would arrange with OR for the required exams to be given. By telephone call (subsequent to the meeting)'on July 14, 1972 Duke was requested to write a letter requesting the required exams. Pending resolution of this matter we will change the technical specification as the situation warrants to require the three licensed operators for Unit 1 startup.

Units 2/3 Review of FSAR (Section 12):
Van Niel (OR) reviewed his concerns regarding Duke's response to the first round questions on Section 12 of the FSAR, " Conduct of Operations". The purpose of this review was to avoid second round questions. All matters j
are er will be satisfactorily resolved in the next amendment (July 26, 1972).

Radioactive Effluents Tech Spec:
Close agreement was reached on the modification of the Oconee 1 tech specs to conform to proposed Appendix I requirements. A few technical items outstanding at the meeting were resolved by subsequent telecon on July 14, 1972 between Duke and Joe Graf of the Radiological Assessment Branch. Duke will summit the revised Radioactive Effluents tech spec in its July 26, 1972 amendment.

Administrative Controls Tech Spec:
The redraf t of the Administrative Controls Tech opec presented by Duke was compared to ANS 3.2, Scfety Guides 16 and 21 and found to be acceptable. Duke will submit the revision with its July 26, 1972 i
amendment.

Industrial Security Plan:
Van Niel toured the site to view areas of importance to the Industrial Security Plan. We confirmed our intent that this plan be in the record before Unit 1 is licensed and reviewed and approved by us prior to Unit 2 licensing. Duka will informally provide a draft for our preliminary review. Because of the late date some allowance for implementation of the plan will need to be mada at the time of licensing the Units 1 and 2.

Schedules:
Duke plans to submit a Units 2/3 review (including references to topical reports) and a Unit 1 tech spec amendment on July 26, 1972. A further

amendment providing replacement pages in the tech specs for Units 1 and 2 operation and Units 1, 2 and 3 operation will be submitted prior to the end of August. Our goal is to approve Unit 1 Tech Specs by August 30, 1972 and Unita 2/3 Tech Specs by October 30, 1972.
