NOV 7 1972 NOTE FOR FILES TELECON WITH R. J. ANSELL, DUKE POWER COMPAhT OCONEE TECH SPECS - NOVEMBER 1, 1972 R. Ansell called to report that Duke is going to take exception to some of the additional environmental radiation monitoring require =ents that we (RAB) have proposed for the Oconee Tech Specs. He was told that our position would be firmed up and passed on to him as soon as possible.

Ansell was told that my interpretation (later confirmed by J. Graf of RAB) of the 4 x 10-5 uCi/nl dissolved noble gas limit to be included in the tech specs is an instantaneous limit. The annual average objective will be 4 x 10-7 (1/100 of instantaneous limit) to which the quarterly average of 2x and 8x the objective would apply just as for other liquid releases.

The question of how to include the dissolved noble gases in the annual quantity objective (5 curies per year) is still under consideration by RAB.
