SUPPLEMENTARY NOTICE OF PROPOSED ISSUANCE OF FACILITY OPERATING LICENSE On January 8,1971, a Notice of Proposed Issuance of Facility Operating License was published by the Atomic Energy Comission (the Comission) in the Federal Register (36 f.R. 296) in the captioned proceeding. That Notice indicated that the Comission was considering tb.0 issuance of a facility operating license which would authorize Duke Power Company (the applicant) to possess, use, and operate the Oconee Nuclear Station Unit 1, a pressurized water reactor, on the applicant's site located in estern Oconee County, approximately eight miles northeast of Seneca, South Carolina. The Notice provided the applicant with an opportunity to request a hearing and also provided an opportunity for any person whose interest might be affected by the proceeding to file a petition for leave to intervene. No request for a hearing or petition for leave to intervene was filed.

On September 9,1971, the Comission published a revision of its regulations in 10 CFR Part 50, Appendix 0, " Implementation of the' National Environmental Policy Act of 1969," (36 F.R. 18071)

i 3-Accnrdingly..within thirty (30) days from the date of publication of this notice in the Federal Register, the applicant may file a request for a hearing and any person whose interest may be affected by this pro-ceeding may file a petition for leave to intervene.

Requests for a hear-ing and petitions for leave to intervene shall be filed in accordance with the Comission's rules of practice in 10 CFR Part.2.

If a request for a hearing or petition for leave to intervene is filed within the time prescribed in this notice, the ComissIon will issue a notice of hearing or an appropriate order.

In accordance with 10 CFR 52.714, a petition for leave to intervene which is not timely filed will be dismissed unless the petitioner shows good cause for failure to file on time.

For further details with respect to the matters under consideration see the applicant's supplemental Environmental Report and the Commission's draf t Detailed Statement of environmental considerations which are avail-able for public inspection at the Commission's Public Document Room, 1717 11 Street, N.W., Washington, D.C., and at the Oconee County Library, 201 S. Spring Street, Walhalla, South Carolina. As it becomes available, the Commission's final Detailed Statement of environmental considerations will also be placed in the Commission's Public Document Room and in the Oconee County Library for inspection by members of the public.
