An inspection of the implementation of the Industrial Security Plan I

for the Oconee Station was conducted by R0 Region II staff on July i

10 - 12, and 16,1974. The report, R0 Hos. 50-269/74-6, 50-270/74-5, and 50-287/74 8, was forwarded to you under date of August 20, 1974.

Our review of the report indicates one area where we feel that clarifi-cation of a Licensing position may be helpful. The Regulatory Fosition requires that:

" Security procedures shall provide for unannounced, as well as i

scheduled inspections or searches of individuals, packages, o

i and vehicles before entering or leaving the protected area....

and vehicles are subject to random unannounced search."

(AllSI N18.17-1973 Section 3.3.2.3.).

Most security plans approved by Licensing have not specified in detail how these procedures would employ the random concept, especially for searches of persons.

Until such time as searches of all persons is required by regulations, e

as is currently being considered, our position is that acceptable j

implementation of this provision of security plans should be by proce-dures which provide for either:

(1) scarches of all persons, effects, and vehicles entering a plant on any 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> day, randomly selected, and conducted not less than twelve times per year; or (2) searches of persons, effects, and vehicles on the basis

. of a random process which is e.xercised each time an 1

individual is about to enter a protected area. The

random process selected should provide a probability of search not less than would be provided by (1) above.

He agree with the implication of the Inspection Report that searches on a basis of one shift per year fails to meet the intent of the Standard and constitutes an unacceptable implementation of the station security plan.
