Dear Mr. Giambusso:

On October 26, 1973 an Unusual Event Report was submitted concerning the fact that Oconee Nuclear Station liquid and gaseous waste manage-ment systems were processing larger volumes of fluid than estimated in the Final Safety Analysis Report. This report stated that in order to assure that the liquid and gaseous waste from three Oconee units could be adequately processed, the construction of an interim waste management facility was being initiated.

It was also stated that this interim facility would be replaced by a permanent facility designed in accordance with criteria consistent with those for the existing waste management systems.

On December 10, 1973, Mr. R. C. DeYoung requested that a report describing the interim waste management facility be submitted at least 60 days prior to Oconee Unit 3 fuel loading. This report was provided by a May 2, 1974 letter to Mr. V. A. Moore.

In addition, Mr. DeYoung requested the detailed design objectives and criteria which would be applied to the final design of the permanent waste management facility.

A careful review has been completed of the Interim Waste Management Facility to ascertain che design objectives for the permanent Ithasbeenconcludedthat,withseveraldesignmodifij facility.

The attached safety analysis report describes the detailed design objectives and criteria applied to the final design of the Permanent Waste Management Facility.
