Zach REQUESTED COMPLETION DATE: May 24, 1976 Attached is the Operational Technology, Plant Systems Branch evaluation of the Duke Power Company's April 16, 1976 technical specification change request to permit the dry storage of unirradiated fuel assemblies in the Oconee Unit 3 spent fuel pool.
The Engineering Branch, Division of Operating Reactors, has also completed its evaluation of I! uke Power Company's technical specification change request and finds that no structural or mechanical hazards should arise due to dry storage of new fuel in the Oconee Unit 3 spent fuel pool. W have also reviewed the applicants original quality assurance commitment during construction and installation of the new fuel storage racks as stated in Duke Topical Report No. 1 and suggest that the licensee adhere to this quality assurance program in order to preclude any hazards during the installation of the remaining fuel racks.
I W have concluded that the Licensee's request is acceptable.
