i In response to the request from Inspection and Enforcement (Memo, Sniezek to Butler, dated April 30, 1976) for guidance in the matter j
of performance of an axial xenon transient in Crystal River Unit 3, we present the following discussion.
Florida Power Corporation does not plan to perform the axial xenon transient experiment as part of the Power Ascension Test Progra:a.
They assert that this test was performed in the Oconee 1 reactor and that Crystal River 3 is a similar plant. We have reviewed the startup reports of other similar plants - Oconee 2. Oconee 3, and Three Mile Island 1 - and find that this test was not performed in these plants.
The total and differential rod worths were measured for the part length rods and compared with predicted values. This measurement, coupled with the demonstration in Oconee 1 of the effectiveness of the part length rods in controlling axial xenon oscillation, is an acceptable aiubstitute for the axial xenon transient test.
The same requirements are used for the other vendors, Westinghouse and Combustion. The stability, azimuthal and axial, of any new design must be verified, but subsequent reactors of the same design may use the i

results of the tests on the "first-of-a-kind" reactor.
