SUMMARY

OF MEETING HELD ON SEPTEMBER 21, 1976 TO DISCUSS THE SIGNIFICANCE OF SEISMIC ACTIVITY IN THE VICINITY OF THE J0CASSEE DAM AND THE POTENTIAL IMPACT ON THE OCONEE NUCLEAR STATION On September 21, 1976, representatives of Duke Power Company and its consultant, Law Engineering, met with NRC staff to discuss the signi-ficance of seismic activity observed at the upstream JocasseeDam site and the potential effects of this activity on the Oconee Nuclear Station.

A list of attendees is enclosed.

Significant discussions and agreements are sumarized below.

1 The staff indicated that upon reviewing information gathered during our visit to the Jocassee Dim and the Oconee Station in July 1976, there are a number of areas that require clarification or resolution with respect to the potential for a seismic induced failure of the Jocassee Dam and the resultant possible impact on nuclear safety at the Oconee Nuclear Station.

Of major concern to the staff is that the seismic monitoring network which had been installed to accurately locate and measure seismic activity in the vicinity of the Jocassee Dam had been removed by the licensee. We acknowledged that the seismic activity has significantly decreased both in number of events and level of magnitude, but we expressed concern that there be adequate assurance that it would remain this way. The licensee indicated that two of the instruments have remained in use and will be used to monitor the seismic activity to verify that the number of events and peak magnitudes remain low. Should either the number of events or their magnitude increase, the licensee indicated that the full network of instruments could be reinstalled in a short period of time. The licensee felt that there was no immediate need to reinstall the complete network, but that it would examine this further and would advise the staff of its intentions in the very near future. The staff agreed to this approach.

8 SEP 2 71976 Meeting Sumary for Oconee With regard to the potential for a sicsmic induced failure of the Jocassee Dam, we staff indicated the need for a study to analyze possible modes of dam failure with the resultant potential impact on the Oconee facility.

The licensee comitted to conducting such a study and agreed to a meeting.

with the staff on October 8,1976, to discuss the preliminary results of its study.

The staff indicated that questions existed regarding the need for reevaluating the design basis earthquake of the Oconee Nuclear Station in light of the seismic activity at the Jocassee Dam site.

The licensee committed to l

addressing this area in a submittal to the staff in October 1976.

The staff and licensee discussed the ability to lower the Jocassee Lake level should the number or intensity of the micro seismic events increase significantly.

It was concluded that the lake level could be reduced, over a period of days from the normal operating level down to the sill level of the dam, but that Jocassee Lake could not be completely drained.

The staff indicated the need for additional information regarding the geologic structures at the Jocassee Dam site, the structural design of the dam itself, and the results of periodic inspections which have been conducted on the dam by the licensee.

In response, the licensee comitted to submitting the results of a relevant study recently completed by their consultant, Law Engineering.

In addition, the licensee will provide a copy of the foundation report on the Jocassee Dam and other pertinent design information.
