The Environmental Evaluation Branch has reviewed Item 5 of Duke Power Company's November 1, 1976 letter requesting changes to the Appendix A Technical Specifications of oconee Units 1, 2 and 3.
Item 5 pertains to the reporting requirements _ of, anomalous neasurenents of radioactivity in environmental samples. The request as originally submitted was un-acceptable since it did not, provide,for adequate reporting when potentially significant levels of radioactivity in the aquatic environment are detected

at downstream population center locations.
In a telephone conversation' with Duke Power on this item, the licensee agreed to our proposed changes t
to provide adequate reporting requirements.
A safety evaluatio.- to support un amendment to the Oconee Technical Speci-fications is enclosed.
