o The event at the Oconee Station is describcd in Peportable Occurrence Report ?O-237/7G-13, unich includes correctiva actions to prevant a future recurrence of this incident. The incident occ'trred on 'init 3 which was shut dcun for refueling. The Unit 3 conjenscr was onen for raintenance and uas isolated by condenser inlet and dischart:e valves.
A b1cwn fuse on static inverter 3DID caused the solenoid valve in the air supply to the condenser discharge valves to fail in the open position.
The solenoid valve in the open position alloved air into the controller of the condenser discharge valve causing the valve to open, bending a 3-inch jackscrew in the process. Since the condenser is below the water icvel in Lake Yeowee, water ficred cut the condenser and flooded the turbine building baserent. '/atCT was prOvCntCd fron entering the auxiliary building by a 21 inch high wall.
The licensee nade a presentation which described the event and provided details which will allow the staff to perform an evaluation of the incident. The presentation included discussion of the ceasures taken to prevent. a recurrence of this incidence. The licensee is also perfoming a study of Oconee and other DPC facilities to evaluate potential ficodina problens. This study will take abcut 4 to 5 nonths to complete.
The staff indicated a desire to visit Ocnnee and observe the turbine building and auxiliary building layout. The trip has been set for iioventer 13 and 19.
