During the period from August 26 - October 4,1989, members of the NRC Region I

staff conducted routine safety inspections at your facility. We.have documented
'
the results of those inspection findings in the enclosed report. At the con-
.
clusion of the inspection period, Mr. F. Young of my staff,' summarized the
inspection findings to you and other members of your staff.
.
. We noted that the operators' response to the Integrated Control System (ICS)
transient that occurred on September 1, 1989 was good. This transient however,

i
concerns us from~the perspective that operators continue to be challenged by
component failures in the ICS.
Improving the reliability of the ICS is an area
that we feel requires increased management' attention. Within the scope of the
inspection, we concluded that plant operations continue to be conducted in a
t
safe manner.
