, To whom it may concern:
u Every Monday morning I would go fishing below a dam just a couple miles from my house.
I would start at the dam and work my way down the river between 5:30am and'10:00am.
By 10:00am I would always end up in the same place. On June 20, 1938, 1 had the river all to myself, as I did every Monday morning.
I was tired and decided not to try the same areas.
I saw a large rock not far from me and that is where I went.
I had never done this before.
I had always fished in the same path.
From this rock I casted my lure and the wind carried it to my left as I* faced down river.
I tried again, only to have the wind carry my lure to my lef t again.
It was then that I heard a loud crack from down river and a high pitched sound go past my left ear.
I quickly moved down off the high rock and another loud crack came from down river with the same pitched sound as the first one did.
I walked tnrough water knee deep to the next rock as the~ third
- shot was fired, again just missing my left ear.
I kept on s ving until I got back to my car. This shooting took place at 9:45s.n.
As I said, usaully I took the same fishing path every Monday, but this day I did not.. If I had took the same path though, whoever fired those shots at me would have been straight across from me.
I fished in this area usually seven days a week within the hours of 5:30am to 10:00am and 4:00pn to 6:00pn.
I fished there every Monday because, as I stated before, I had the river all to myself.
The only cerson who knew the times I went down there was the game warden.
If I would have been shot and killed on June 20, 1938 at 9:45 while I was fishing in a. public place, it would have been called an accidental: death.
It may be questioned why'I didn't ask for protective custody. My answer is this:

To Begin with, I want to thank you Senator Helms for wbat you have done on' my behalf concerning the nuclear accident I was involved in.
I am enclosing a copy of a tape I have in my possession that will show that I bave been contaminated in South Port, NC, and was then t
i escorted off the job.
Attorney for Nuclear Regulatory;Tbis tape covers a tape between Oscar De Miranda, Craig Bassett, Investigator for Oscar De Miranda; and myself.
The investigating report' tbat you recieved from me was given by Craig Bassett for Oscar De Miranda concerning this accident.
The items discussed on the tape follow pages 10, paragraph 10, tbrough page 12, paragraph 12 This ended with Carolina Power having, "no discending comment in this matter."
Personal Feelings:
I feel.tbat Attorney Oscar De Miranda a'ad bis investigator Craig Bassett have done a grave in$ustice to Nuclear Regulatory by not following up on an investigation.
This bas put Nuclear Regulatory in a percurious position because they bave recieved an incomplete report.
I feel very strongly that nuclear power is the future and nuclear l
contractors are a must.
This making Nucle.ar Regulatory a necessary l
force.

tape you will have a genuine understanding of what my family and myself have been up against.
