This refers to the routine. safety inspection conducted by Mr. C. F. Gill of

this office during the period August 14 through October 9, 1989, of activities

at Palisades Nuclear Generating Plant authorized by NRC Provisional Operating

!

License No. DPR-20 and to the discussion of our findings with Mr. W. L. Beckman'

i

.and others of your staff following the inspection.

.The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

!

examination of' procedures and representative records, observations, and

. interviews with personnel.

The inspection included a review of findings from

!

an investigation of a radioactive waste shipment from Palisades conducted on

i

November 28, 1988, by'repree$ntatives'of the Department of Health and

i

Environmental Control, State cf South Carolina, upon arrival at the Barnwell,

l

South Carolina low-level waste burial site.

The results of the State's

!

investigation were conveyed to your company by a letter dated December 6, 1988,

from the State of South R oli.1a.

i

,

During this inspection, certain of your activities appeared to be in violation

1

of NRC requirenents,-as described in the enclosed Notice.

The inspection

i

showed that actions had been taken to correct the identified. violations

!

and to prevent recurrence.

Our understanding of your corrective actions is

,

~ described in Sections 3 and 13 of the enclosed inspection report.

Consequently,

!

no reply to the violations is retyirei and we have no further questions

l

regarding.these matters at this time.

!

-In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

l

Public Document Room.
