Cities' Nuclear Power Station, Units 1 and 2 authorized by NRC Operating
Licenses No. DPR-29 and No. DPR-30, and to the discussion of our findings.

The enclosed copy of our inspection re) ort identifies areas examined during
the-inspection.
Within these areas, t1e inspection consisted of a selective
'
examination'of' procedures and representative records, observations, and
interviews with personnel.

During this ' inspection, certain of your activities appeared to be in violation
of NRC requirements, as described in the enclosed inspection report.
However,
.
because the NRC wants to encourage and su) port licensee's initiatives for
-
self.-identification and correction of pro)lems, the NRC will not generally
issue a Notice of Violation for a violation that meets the tests of 10 CFR 2,
Appendix C,Section V.G.I.
This is the case with the violation discussed in
Paragraph 5.b.(1) of the enclosed-inspection-report.
If you do not agree with

our statement of your corrective actions, you are. requested to inform us, in
writing, within 30 days of the date of this letter. Otherwise, no reply to
the violation'is required and we have no further questions regarding this
matter at this time.
'
In accordance with 10 CFR 2.790 of the Commission's regulations, a -copy of
this letter and the enclosed' inspection report will be placed in the NRC's
Public Document' Room.
