This refers to the special safety inspection conducted by Mr. J. A. Gavula
-of this office on December 7, 1988, through August 31, 1989,, of activities
related to IE Bulletin 79-14 and Copes Vulcan Valve discrepancies at the
Prairie' Island Nuclear Generating Station, Units 1 and 2, authorized by NRC
-.
Operating Licenses No. DPR-42 and No. DPR-60 and to'the discussion of our
findings with Mr. G. Rolfson at the conclusion of the inspection.
.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
,
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspectior., certain of your activities appeared to be in violation
of NRC requirements, as described in the enclosed Notice.
The inspection
showed that actions had been taken to correct the identified violations
and to prevent recurrence.
The violations meet the five criteria of 10CFR2,
Appendix C Section V.G._ Consequently, no Notice of Violation was issued, and
-we have no further questions regarding this matter at this time.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
.
this letter, and the enclosed inspection report will be placed in the NRC
Public Document Room.
