Dear Mr. and Mrs'. Koppelman:
l I am responding to your letter of July 31, 1989 to Senator Mikulski, which she sent to the U.S. Nuclear. Regulatory Commission (NRC) for consideration.
One of the statutory missions of the NRC is to ensure that commercial nuclear L
power plants are operated in such a: manner that the health and safety of the-D public are adequately protected. While pursuing this mission, the NRC became-concerned about the declining performance of Calvert Cliffs. However, let me assure you that at no time did this. decline in performance present any hazard which threatened.the. adequate protection of the health or safety of the public.-
'As'a-result of this declining performance, the NRC classified Calvert Cliffs as-a facility having weaknesses that warranted increased attention. - This classifi-L cation-resulted in the Baltimore Gas and Electric Company's (BG&E's) submission-of a preliminary Performance Improvement Plan.to the NRC on April 17 -1989' l1 which was developed to identify the root causes of the facility's declining h
performance and to specify the actions that would be taken to improve its performance.z In addition, BG&E submitted a detailed implementation program for a
this plan'on_ July 31, 1989, which provided an in-depth analysis of the actions Land resources required to achieve improved plant performance.
Finally, the NRC lt established a panel consisting of senior NRC personnel to evaluate BG8E's

- performance improvement efforts as outlined in the plan.
j Until the Performance Improvement P'lan is fully implemented, BG&E has agreed to L
- take corrective actions for equipment problems and for the weaknesses identified (3)(procedural control and compliance at Calvert Cliffs before restarting 1)- the in either unit. On May 25, 1989, the NRC issued a Confirmatory Action' Letter

reiterating the plant deficiencies to be corrected and indicating 1oJLG&E that NRC concurrence with the corrective actions taken is-required before either unit will.be permitted to restart.

This level of inspection activity will continue and will include verification of the adequacy of.BG&E's actions to correct identified weaknesses before either plant is restarted.
