Dear Mr. Jones:
In reviewing the Fort Calhoun Station, Unit 1, Technical Specifications (TS) in conjunction with the NRC staff's evaluation for operation of your facility at a power level of 1500 MWt, a fieficiency was noted in the area of considera-tion of the " iodine spiking" phenomenon in the primary coolant activity specification.
It was also noted that the activity levels for the primary and secondary coolants and their sampling and analysis requirements are different from those indicated in the Standard Technical Specifications for Combustion Engineering reactors (CE-STS).
Although the staff has not performed independent analyses which indicates that the present TS limits are not adequate, we have verified the adequacy of the CE-STS values for a typical site which would envelop the Fort Calhoun station.
We, therefore, request that you review the attached copies of the applicable CE-STS pages and submit a license amendment application which incorporates not only the provisions for iodine spiking, but includes all the limits and sampling requirements for both the primary and secondary coolants.
By incorporating the attached requirements in their entirety, which will tighten some requirements while relaxing others, a more complete, standardized set of requirements will be produced. The advantage of this lies in reduced effort, both for OPPD and the NRC, in future reviews.
