REQUEST FOR ADDITIONAL TIME FROM MR. DAVID SPRINGER On July 19, 1980, Mr. Springer informed the Board that he had not been served with the Staff's com=ents of July 8, 1980 on his affidavit of May 21, 1980.

He stated he obtained a copy on May 18th and requested twenty (20) days from May 18 to srespond.

The request for additional time is granted.

All parties are resinded that Mr. Springer should be served.

We note the Applicant has served him but the Intervenors have not.

J. G. Keppler letter to C. Reed dated July 3, 1980

Dear Mr. Keppler:

This letter provides the Commonwealth Edison response to Item 4 of IE Bulletin 80-17, which was transmitted by Reference (a).

To comply with Items 4.a through 4.d, the following procedures have been reviewed and revised:

DGP 2 Unit 2/3 Reactor Scram DGA 18 - Anticipated Transient with Incomplete Scram DOP 1100 Injection of Standby Liquid Control All items discussed in Items 4.a through 4.d were addressed as stated except Item 4.b.l.

Item 4.b.1 has been addressed in accordance with General Electric's letter to all BWR Operating Station Superintendents, dated July 2, 1980.

General Electric recommended that for adjacent rods, a two (2) rod criteria be applied as opposed to the five (5) rod criteria of IE Bulletin No. 80-17.

To comply with Item 4.e, the preliminary training consisting of a written summary and our plans for the 30-day training commitment was distributed on July 11, 1980 to all licensed personnel and other associated management personnel.
