Gentlemen:
This refers to the investigation conducted by Messrs. C. H. Weil and
T. J. Madeda of this' office on June 5 and 6, 1980, of activities at
the Davis-Besse Nuclear Power Station, Unit 1, authorized by hTC
Operating License No. NPF-3, and to the discussions of our findings
with Mr. Terry Murray, Station Superintendent and Mr. Michael Folk,
Corporate Security Manager, at the conclusion of the investigation.
The enclosed copy of our investigation report (Enclosure 2) identifies
areas examined during the investigation. Within these areas, the inves-
tigation consisted of a selective examination of procedures and repre-
sentative records, observations, and interviews with personnel.
During this investigation certain of your activities appeared to be in non-
compliance with NRC requirements, as described in the enclosed Appendix A
(Enclosure 1).
The investigation showed that action had begun to correct
Item 1, which should prevent recurrence.
Consequently, no reply to this
item ds required. However, you are requested to provide a sritten response
to the remaining items.
This notice is sent to you pursuant to the provisions of Section 2.201
of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal
Regulations. Section 2.201 requires you so submit to this office within
twenty days of your receipt of this notice a written statement or expla-
nation in reply, including for each item of noncompliance:
(1) corrective
action taken and the results achieved; (2) corrective action to be taken
to avoid further noncompliance; and (3) the date when full compliance will
be achieved.
Several areas examined during this investigation (Enclosure 3) concern
subject matter which is exempt from disclosure according to Section 2.790
of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regu-
lations. Consequently, Enclosures 1 and 3.to this letter and your response

to the noncompliance identified in those enclosures will not be placed in

regarding the noncompliance identified in Enclosure 1 should be submitted
