Dear Mr. Ferguson:

The EmergeN j Preparedness Program Office, NRR, has completed its review of your emergency plan submittals dated April 19, 1980; June 6, 1980; June 20, 1980 and June 25, 1980, which relates to prompt improvement of qergency preparedness associated with the North Anna Power Station.

Based on our review, we conclude that your revised emergency plan meets the requirements of 10 CFR 50, Appendix E and with the exceptions noted in the enclosure, is in substantial compliance with NUREG-0654, " Criteria for Pre-paration and Evaluation of Radiological Response Plans and Preparedness in Support of Nuclear Power Plants". We conclude that your emergency plan re-flects improvement over your existing plan and provides a greater margin for public health and safety. Accordingly,you should proceed to implement your revised plan.

We have reviewed your emergency preparedness program for a full pc'..er license for Nortn Anna Unit 2.

Prior to authorizing full power operation the require-ments listed in Enclosure 1 must be addressed. Please provide your schcdule for meeting these requirements.

In addition to thesc requirements, we must re-ceive a finding on State and local emergency preparedness from the Federal Emergency Management Agency prior to authorizing full power operation.

Submit 10 copies of the Emergency Plan I:plementing Procedures. The pro-cedures =ust reflect the requirements of the revised plan.

Perfor= an emergency response exercis~e to test the integrated capability and a major portion of the basic ele =ents existing within emergency prepared-ness plans and organizations.

4.

Submit a draf t of the public information program =sterial referen~ced in-sect _1on 8.0 of the plan.

5.

Provide a description of =ini=us shift staffing to meet the objectives of Table 3-1 of NUREG-0654. Provide staff additions available in 30 minutes, 45 minutes and 60 minutes. Provide a schedule for meeting the mini =u=

staffing requirements proposed.

6.

Provide a descriptic~n of and a co=pletion schedule for the =eans for pro-viding pro =pt notification to the population =eeting the objectives of NUREG-0554, Appendix 3.

Include in the schedule the following =ilestones:

System (s) ordered, systes(s) received, construction completed, testing cc=pleted and in-service.

Provide a description of and a completion schedule for an upgraded =ete-orological program meeting the objectives of NUREG-0654, Appendix 2.

In-clude significant schedule milestones.

8.

Provide a written agreement between 7EPCO, the State and local e=ergency response agencies describing the dual interin notification system (Red, Yellow-Notification of Unusual Event, Alert, Site. Emergency, General Emergency) and its use.

'9.

Provide letters of agreement with Louisa County Sheriff, Spotsylvania County Sheriff, and Spotsylvania County Administrator.

10.

Revise, if necessary, Emergency Action Levels currently under inde -

pendent review by the Co= mission's consultants.
