'0LF CREEX GENERATING STATICN, UNIT NO. 1 j In reviewing your application for an operating license for the Wolf Creek Genersting Station (WCGS), Unit No.1, we request that you supplement the antitrust infomation submitted with your letter dated May 6,1980, to Mr. Harold Centon, Directar of the Office of Nuclear Reactor Regulation. Specifically, please provide copies of correspondence and interoffice memoranda which relate to the following activities of KGSE. i 1. The approval ei the 69 kv interconnection between XG&E and the City of Mulvane, Kansas; i 2. KG&E's decision to provide the Cities of Erie, Augusta, and Oxford, Kansas with their full wholesale requirements. 3. KG&E's decision to offer the Northwest Yansas Municipal Energy Agency and the Eastern Kansas Municipal Energy Agency fim power, supplemental power service and transmission service; and a 5.5 j percent ownership participation in Wolf Creek to the Northwest Kansas Municipal Energy Agency; 4. KS&E's decision to wheel power and energy to the City of Kansas City, Xansas from the Southwestem Power Adninistration; 5. KS&E's purchase of the electric distribution system of the City of Kiowa, Kansas; 6. The proposed change by the Citf of Girard, Kansas from their present Electric Interconnection Centract to an Agreement for Wholesale Electric Service from XG&E; 3. The request by the City of Winfield, Kansas that XG&E sutnit offers to serve the electric needs of the City on (1) a wholesale basis 1 and (2) a retail basis; 9. XG&E's intention to terninate existing contracts with the cities of Burlington, Girard, Wellington, and Winfield.
- 10. XG&E's response to the City of New Strawn, Kansas that it be served by KG&E;
- 11. The relationship between KG&E and The City of New Sttswn and s::ecifically (1) issues precipitating New Strswn's desire to offer XG&E a franchise to provide electric service to the city (2) the KCC's rattenale for l
refusing XG&E a certificate of convenience and authority to serve the city and (3) New Strawn's current supplier of electric service.
- 12. KG&E's purchase of facilities cwned by the 3utler Rural Electric Cooperative Inc.;
- 13. KG&E's decisica to appear before the City Ccuncil of Arcadia, Kansas to explain procedures necessary to change frem being served wholesale to retail;
- 14. XG&E's response to the City of Udall, Kansas that it be furnished retail service;
- 15. XGaE's respensa to t equests by the Kansas Pcwer and Light Company and the Twin Valley Electric Cooperative. Inc. that XG&E establish a delivery point to serve the Cooperative; and
- 16. Please provide the names and addresses of the various cocperatives which have requested either additional delivery points and/or additional load that may be required on existing delivery po.'nt.
We also need copies of correspondence and interoffice memoranda pertaining to activities of Kansas City Power & Light Company as fo11cws: 1. KCPL's decision to offer the City of Ottawa, Kansas a Muncipal Participation Agreenent as a replacement for Rate Schedule FPC Mo. 70. (Please provide this new agreement.); 5. XCLP's decision to provide transmission services for the folicwing cities: Garnett, Kansas Osawatomie, Kansas Kansas City, Kansas Independence, Missouri Higginsville, Missouri 6. XCPL's respense to the Xansas Municipal Energy Agency's request for ownership participatien, firm pcwer, supplemental power services, and transmission services. In addition please provide copies of contracts, agreenents and rate schedules (not previcusly provided) which are representative of the range of wholesale and coordination services Applicants offer *w current and future wholesale custceers (i.e., full requirements, partial requireents, transmission services, interconnection agreements, etc.) If these documents have not been finalized, pleasa provide a copy of the latest available draft. In response to Question 1.b. there is no discussion of the unual brokerage scheme which was recently instituted accng "Mo-Kan" operating systems. Information related to KCPL and KGaE's perception of the potential effects of this scheme on App 1tcants' operating practices would be useful in this antitrust review. In addition please provide more specific infornation, if available, on how XEPCo plans to meet its load requirements before and after WCGS is on line.
