Dear Mr. Grier:

In accordance with the requirements of Connecticut Yankee Emergency Plan, the following informational report concerning an Unusual Event the Haddam Neck Plant is hereby submitted.

at On July 17, 1980, during an investigation of reactor coolant pump seal water flev problems, the #2. seal water supply bypass valve failed and allowed full flow through this valve, thus increasing flow to the

  1. 2 reactor coolant pump seals.

The valve was clamped closed to reduce flow to the i!2 pump seal assembly.

Leakage from the pump seals is directed to the reactor containment sump for collection and pumping to radwaste tanks.

At 2040 a water balance inventory calculation cenfined that the combined reactor coolant system leakrate was 13 gpm.

Plant Technical Specifications require leakage to be reduced to less than 10 gpm within four hours or be in the cold shutdown mode within the following 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br />.

At 2126 a plant cooldown was commenced. At 2135 Federal, State and Local officials were notified of the Unusual Event classification and informed i

of the plant status.
