Dear Sir:

Subjec t: Response to I&E Bulletin No. 80-10, " Contamination of Nonradioactive System and Resulting Potential for Unmonitored, Uncontrolled Release to Environment" The following information is being provided in response to I&E Bulletin No. 80-10.

The response addresses in sequence the concerns raised in the bulletin.

1.

We have reviewed our facility design and operation, as required by Reference (b), to identify systems that are considered non-radioactive, but could possibly become radioactive through interfaces with radioactive systems.

2.

Yankee Rowe has had a previously established routine sampling schedule to monitor contamination of non-radioactive systems.

All sampling requirements which previously were performed on an informal basis, have been incorporated into chemistry sampling schedule procedures.

The sampling frequency is based on experience and potential for cross contamination, and will promptly identify any contaminating events which could lead to unconitored, unconcrolled liquid or gaseous releases to the environment.
