Subject:

Reactor Coolant System Overflow at 9:01 a.m., June 27, 1930, an inadvertent emergency safeguards (ES) :,ystem signal 4.is cruated, while the reactor was in cold shutdo.n with the RCS partially cralned for e'dy c::rrent testing.

RCS water level was being naintained near the reactor vessel inlet and cutlet nozzle neights and one decay heat pump was providing recirculation cooling. After the E3 actuat ed, the decay heat suction isolation valve fro <n the berated ater storage tank (OH-VSA) automatically opened at 9:02 a.m.

The cpen valve et.tobitshed a flow path fram the BWST through the operating DH pump to the RCS.

The flow P4tn was secured at 9:04 a.m. when the contrcl room operator manually shut DH-VSA.

At that time troth the upper and Icwer.manway covers and the lower handhole cover nad been rer.:cved fro.1 the "B" stem generator in pecparation for plugging one tube later today. and no one was ir. side t' ste n gene.rator.

About 10,000 gallons of water was transferred from the BWST into the LC:

and out the lower handhole onto the reactor building floor and to th-buiHing sump iring and a'ter the time nben DH-V5A.was open.

The RP sump was intentionally pun;;ed

% the auxiliary building sump to prevent cverflow.

TI.ere was at no tirte 3 loss of CR oc cooling of the RCS.

No personnel contamination or offsite release occt.rred.

cxata interest is expected because of general public concern about matters related to Three ! tile Island.

The Cormonwealth of Pennsylvenia has been informed. A press relene is plana.ed by Met-Ed.

The NRC/TMI Program 0f fice Staff was notified at 9.30 a.m. by the Unit I Senicr Resident inspecter while in the Control Room.

10 CFR 50.72 notifications were made.
