AUGMENTED LOW-POWER STARTUP TEST PROGRAM (JOSEPH M. FARLEY NUCLEAR PLANT UNIT 2)

One result of the Three Mile I: land accident studies is the requirement fer the near-term operating license (NTOL) apolicants to perform an augmented icw-power startup test program to provid. operater training and design veri-fication regarding natural circulation conditions.

The Tennessee Valley Authority (TVA) proposed a program consisting of ten tests for the Secucyan Plant. There has been some uncertainty as to which of these tests sh:ui:

be performed by each of the other NTCL a:olicants at their facilicias.

is the NRC staff's position tnat each NTCL applicant should perform :es:s similar to the tests proposed by TVA for Sequoyah prior to exceeding five cercent of rated thermal power except for Test 8, " Establishment of Natural Circulation Frem Stagnant Conditions," and Test 98, "Eoron Mixing and Cooldown."

Test 3 may be deleted if training for each operator is provided. Training should include conducting a simulation of the event on a simulater that has been updated as necessary using the Westinghouse and TVA test data collected at Sequoyah.

However, it may be mocified and deferred unt l i

completion af the power ascension program and manufacturer's acceptance test, provided it will be performed imediately following ccmpletion of the manuf acturer's acceptance test. Chapter 14 of your FSAR should be mcdified as appropriate to reflect this condition if you elect deferral.

The only other exceptiens to the Sequoyah test program that will be c:nsidered will be th:se resulting from unique, piant specific differences that could cause one or more of the tests performed at Sequoyah to be unsafe if perfor.ed on another plant.

Technical justification for such exceotions, if any, snould be provided no later than July 21, 1980, to the NRC staff fer review and acproval.
