SUMMARY

OF MEETING TO DISCUSS REVIEW PLANS FOR CALLAWAY AND WOLF CREEK (SNUPPS) OL APPLICATIONS A meeting was held in Bethesda, Maryland on April 1, 1980 with representatives of the applicants to discuss the Callaway and Wolf Creek applications.

The meeting was held at the applicants' request to discuss the plans for the review of the tendered applications.

The neeting attendees are listed in the Enclosure. The meeting is sumarized as follows:

Summary The OL application for Callaway Unit 1 was tenderee in October 1979 and for Wolf Creek ' nit 1, the OL application was tendered in February 1980.

The J

SNUPPS FSAR, which is the standard portion of both the Callaway and Wolf Creek applications, was tendered in October 1979.

The applicants gave a brief discussion on the status of plant construction.

The estimated percentages of completion for Callaway Unit 1 and Wolf Creek Unit 1 were 64 and 56 percent, respectively.

The applicants' estimated fuel load dates for Callaway and Wolf Creek are April 1982 and October 1982 as compared to the Caseload Forecast Panel dates of December 1982 and October 1983, respectively.

The applicants stated that in order to meet their projected fuel load dates for Callaway and Wolf Creek, the review of these OL applications should be started shortly. We stated that due to the impact of the TMI-2 accident on NRR manpower resources, we would not be able to start a detailed review of the applications i

at this time.

We pointed out that NRR is going to reorganize shortly and tnat a new project j

manager for the SNUPPS plants has not yet been named. The new organization will be responsible for establishing priorities for the review of applications.

Initially, the nearer term OL applications (fuel load dates in 1980 and 1981) will receive the priority.

APR 25g We stated that in order to complete the review of applications, such as Callaway and Wolf Creek, in a timely manner, both the industry and the NRC need to identify better ways of performing this process.

We suggested two ways that an applicant can consider, as follows:

(1) Hold detailed system review meetings between the applicant and the vendors, with NRC in attendance, so that the NRC staff can understand the bases for system design decisions sooner.

(2) Point out trouble spots earlier so that the review of these areas can start sooner.

We added that the applicants should maintain cognizance of the requirements that are evolving as a result of the TMI-2 assessments (e.g., control room design, operating experience of operators and other action plan items). These items need to be addressed by both Callaway ar.d Wolf Creek.
