NARRATIVE

REPORT Georgia Power Company Plant E. I. Hatch Baxley, Georgia 31513 Reportable Occurrence Report no. 50-366/1980-090.

While starting up Unit 11 reactor, the HPCI Auto Isolation Logic for Channel

'B' did not reset until the reactor pressure was 153 psig. This made HPCI l

inoperable because the Outboard Isolation Valve, 2E41-F003, could not be j-opened until the 'B' channel logic could be reset. HPCI is required to be l

- operabic when the reactor pressure is greater than 150 psig per Tech Spec 3.5.1.

RCIC was operable.

The operation of the plant was not affected. There were no effects upon public health and safety due to this event. This is a non-repetitive event.

The cause of this occurrence has been attributed to the calibration procedure having a setpoint too conversative. To meet Tech Spec requirements, the HPCI steam line low pressure switches must actuate at 2100 psig reactor pressure and reset at $150 psig reactor pressure. The set point of the steam line low pressure switches was changed f rom 132.3 5 psig decreasing to 115 i5 psig decreasing. The inherent reset differential of these switches, Barksdale a

B2T-M12SS, is approximately 30 psig. The new set point allows the switches to reset (approximately 145 psig) below 150 psig reactor pressure.

Unit I and Unit II utilize the Barksdale (B2T-M12SS) Pressure Switch in their HPCI. Isolation Logic. There is no evidence to suggest that there is a generic problem with these switches.
