Gentlemen:
4' The Nuclear Regulatory Comission recently forwarded a letter to your company concerning procedural changes in the initial treatment of an application for a construction pennit or facility operating license and amendments thereto. These changes were adopted by NRC and incorporated as amendments to Parts 2, 50, and 51 of 10 CFR, which became effective May 17, 1976.
Paragraph 50.30(c)(1)(1) of 10 CFR Part 50 requires that an applicant submit to the staff, 40 copies of the Safety Analysis Report and any amendments thereto and retain 30 copies for direct distribution to appropriate Federal State and local officials in accordance with written instructions of the staff.
An initial submission of 40 copies of the SAR is adequate for staff review since it is practicable to break a set of each SAR into j!.ections so that more than one staff member may work concurrently with a single SAR.
It is not feasible, however, to divide an amendment to the SAR so that it may be reviewed concurrently by more than one staff member.
In many instances, therefore, the staff must reproduce additional copies of the amendments.
To ensure prompt review of amendments to the SAR by our staff, the NRChasamendedparagraph50.30(c)(1)(1)of10CFRPart50, increasing the required number of copies of amendments to the SAR from 40 to 60 copies.
Your company should continue to retain 30 copies for distribution in accordance with our written instructions'.

. Amended paragraph 50.30(c)(1)(1) was published in the Federal Register on Thursday, July 29, 1976 and was effective upon publication. A copy of the Federal Register Notice is enclosed for your information and use.
