Gentlemen:
This refers to the inspection conducted by Mr. R. E. Shewmaker of
the Headquarters office of Inspection and Enforcement on June 29,
1977, of activities at the Midland Power Plant construction site
authorized by NRC Construction Permits No. CPPR-81 and No. CPPR-82,
and to the discussion of our findings with Mr. Horn and others of
your staff at the conclusion of the inspection.
In addition, this

refers to the meeting conducted by Mr. Shewmaker and myself at the
Bechtel Corporate cffices in Ann Arbor, Michigan on June 30, 1977,

which was attended by Mr. Bird and others of your staff and your
contractors
The enclosed copy of our inspection report identifies areas examined
during the inspection.
Within these areas, the inspection consisted
,
of a selective examination of procedures and representative reccrds,
observations, and intervicws with personnel.
No items of noncompliance with NRC requirements were identified
during the course of this inspection.

In accordance with Section 2.790 of the NRC's " Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations, a copy of this letter,
the enclosures. and your response to this letter will be placed in
the Unc's Public Document Room, c:: cept as follows.
If the enclosures
