The Atomic Energy Coer.ission has issued Construction Permits Nos. Efbbims, EP and CPPR--82 to Consteners Power Company authorizing construction of two pressurized water nuclear reactors designated as the Midland Plant, Units 1 and 2, on the applicant's site on the south shore of the Tittabawassee River in Midland Township, Midland County, Michigan.
The construction permits have been issued pursuant to an Initial Decision by the Atomic Safety and Licensing Board.
i Please note that of the seven license conditions roccimended in the Midland Plant Final Environmental Statenient, on pp.111-iv, only four (recoussendations 7. (a), (b), (c) and (d)) have been implcmented in these construction permits.
The remaining reconnendations (7. (e),
(f) and (g)) relate to overation of the facilities and, accordingly,
vill be implemented at the operating license stas >e.
We are aware, of course, that recotmendation 7. (f) has been raodified by the Initial Decision of the Board pursuant to an agreement reached bv Consumers Power Company and the AEC regulatory staf f.
The construction permits, the related notice which has been forwarded to the Office of the Federal Register for publication..a.nd the Initial Decision are enclosed.
