Dear Mr. O' Leary-Enclosed are three (3) signed originals and sixty-seven (67) conformed copies of Amendment No. 22 to Consumers Power Company's appli-cation for construction permits and operating licenses for Units 1 and 2 of the proposed Midland Plent. Amendment No. 22 modifies the PSAR to reflect a number of items of detailed design which have been discussed with members of yotn staff.

Copies of Amendment No. 22 have also been sent to Mr. Jerome Maslovski, Assistant Attorney General for the State of Michigan; Mr. Raymond A. VenSteenhouse, Chairman of the County Board of Co==1s-sieners of Midland County, Michigan; Mr. Robert B. Chatterton, Super-visor of Midinnd Township, Midland County, Michigan; and Mr. Julius Blasy, Mayor of the City of Midland. A certificate of service on Mr. VanSteenhouse and Mr. Chatterton is also enclosed.
