Dear Mr. Giambusso:

This letter is to inferm you of a change in our previous November 1, 1973 commitment for submittal of a safety analysis of postulated pipe failures outside of containment. Pursuant to dis-cussions with your staff, it appears advisable to submit this anal-ysis in the form of an amendment to the Midland PSAR and that the amendment be submitted on February 1, 1974.

m There are two main reasons for the extension of time for this submittal. First, the interpretation and specific application of the AEC guidelines covering the design requirements have been changing since we made a November 1, 1973 commitment in our December 28, 1972 letter to you. second, the reactivation of our engineering staff during the past nine months has required a thorough refnmiliarizing by those persons who would be perform %g the analysis for Midland. This refamiliarization process has taken a far greater anount of time than was anticipated.

The PSAR amendment to be submitted on February 1, 1974 will include the following information:

Detailed criteria for the Midland analysis.
