Dear Mr. Giambusso:
This letter is in response to your letters of November 20 and December 15, 1972.
We stopped design, component fabrication and construction late in 1970 when it appeared there would be an additional delay prior to receipt of the construction permit for the Midland plant. It is apparent from your letters that rather detailed responses based on specific design details of subject plant are necessary. We will not be able to provide the detailed responses requested by your letter as early as might be possible if design were more complete.
We have just received the construction permit for subject plant. We plan to remobilise design and engineering effort early in 1973 and should be able to begin preparing responses to your letters soon thereafter.
With respect to your letter of November 20 on fuel densifi-cation we intend to respond by February 28, 1973 Fuel fabrication for the subject plant has not begun so the additional delay in sub-mitting our response will permit a more thorough consideration of all the alternatives available for reaching an optimum fuel design which will minimise the effect of densification on reactor operation and safety.

2 Midland Plant With respect to your letter of December 15 on the effect of piping system breaks outside the Midland Plant reactor buildings, we intend to respond in two steps as follows:
(1) By February 26, 1973 ve will file a written statement describing the methods we will use to insure conformance with the guide-lines of the enclosure to your letter.
(2) By November 1, 1973 we will file an amendment to the PSAR containing detailed analyses of the postulated accident situations.
These analyses will be based on the guidelines of your letter.
This two-step approach will provide adequate early assurance that the postulated accident situation will not have a significant effect on safety while allowing us to perform our design effort on a reasonable schedule.
