We have reviewed Amendment ?b. 30 to your application for constn:ctica pennits and operating licenses for inits 1 and 2 of your Hidhnd Plant, his amendaent represents a change fren steel pipe to ccncrete pipe for the lines cc cecting the service water ptrp stnicture to the cnergency cooling pond.

As indicated in A.cndment !b. 30, the intake and return pipe lines from the service uter pump stnicture to the energency coolir.7 vater pond shall be prestressed concrete water pipe, c-i.edded steel cylinder typc, confoming to.'nerican Water 16rks Association specification nan C-301-72, " Standard for Prestressed Concrete Pressure Pipe, Steel Cylinder Type, for Unter and Other Ligtids." These lines are classified Seisnic Category I and will ac designed to acccmdate postulated seisnically induced ground notien wit].out loss of functacn.

u:0 pipe lines will be desic.cd to accenadate seisnic groted rction as well as differential ration uith the service tater m stnicture. The pipe lines vill be previded with sufficient flexibility by the joint design to allow longitudir.al novenent in either direction along the axis of the pipe and to allow an an;ular deflection.

We have concluded that the analytical rn3cedures and criteria described in Inendnent ::o. 30 are adegtate and r.rovide an acceptable Ensis for the stnictural desi. n of the intake a:d return pipe lines fren the service water p=ip stn:cture to the energency ccoling pond for the Midland Plant.
