The enclosures include three (3) sigr.ed orizinals and seven (T) copies of the application (General Infor ation), fifteen (15) copies of the Final Safety Analysis Report, and five (5) copies of the physical security plan.

Since the separately-bound security plan contains infornation which is deened under 1C' CTR 2 7?C(d) to be "cor.ercial or financial infernation' vithin the neaninc of 10 CF9 9.5(a) (h) so as to be enenpt fron public disclosure, we request that it be withheld fron public disclosure.

In accordance with ny :hy 10, 1977 letter to :Jr idson G Case, we are deferring subnittal of the Environnental Report to Earch 1,1976 as recorrended by your Staff.

It is our understanaing that this deferral vill not delsy the acceptance review of the parts of the application nce being tenderea.

We vill avait your instructions under 10 CFR 2.101 vith respect to the filing and service of additional copies of the application.

Tae enclosed application also requests that Construction Pernits CPPR-31 and CPPR-82 be crended to change the earliest and latest dates for completion of construction of the :iidland units.
