Ue have reviewed the Arkansas nuclear One Operator Requalification Program, submitted on February 21, 1974. Based on our review we find f

the program acceptable for Unit 1 subject to incorporation or satisfaction of the comments listed below; the cocnents are referenced l

co the appropriate sections of the Arkansas nuclear One submittal.

IV.A.

The let paragraph should be revised to read "Each licensed

operator shall, during the term of his license, perform a ninimum of 10 reactivity control manipulations which f

deconstrate his skill and/or familiarity with reactivity I

control systems. Each licensed senior operator shall either nanipulate the controls or direct the activitics of others during 10 reactivity control r.anipulations.

These manipulations may consist of any of the following, but reasonable effort will be made to provide each operator a variety of changes".

t IV.A.1 This section should be revised to indicate the reactor control systen must be in manual.

With these changes your Operator Requalification Program will be acceptable for the staff of Unit 1 only. Unit 2, although a similar i

units. Our requireinents in this regard will be clarified for you in the operating license review of Unit 2 which is just beginning. At an appropriate time in the future you should resubmit your Operator Requalification Program anended as necessary to apply to both units.
