I am pleased to respond to your Januarv 9,1971, raferral of a letter fron Mr. Arthur F. Baker questioning the safety and environnental effects of nuclear power plants and cpecifically centionint; reactors to be located on Lake Dar4nelle.

The Cotr.ission, on Decenber 6, 1963, lasued a construction sornit to Arkansas Power and Light Conpany for a power reactor to be located in Pope County, Arkansas, six miles vest of Russellville on the Dardnello Ecservoir of the Arkansas River. The application was approved following a thorough safety avaluation by our technical staff,.t separato review and favorable roport f rom the Advisory Cormittee on Ecactor Safoguards, and an :mcontested public hearing held in nearby 2ussellville. Da September 17, 1970, the company applied for a permit to construct a second unit at the initial site.

A copy of the applicant's environr.cntal report, indicating that cooling towers will be earloyed to dissipate the utste heat, is anclosed for your use.

Uith regard to Mr. Saker's first question, the statutory authority of the Atomic Cuer:;y Cornission to regulate the private unca of atocic encre.f stems pri:sarily fro: the Atonic Energy Act of 1954, ss arended, which per-tains principally to radiological safety considerations. The AEC is niso inplementing the >!ational Environmental Policy Act and the '.Icter quality Improvenant Act uith respect to possible envirocental effects for each najor nuclear facility. Under the Untor Quality Inproveteent Act, the AEC now has authority and respcasibility to require nuclear power plant licens-ees to provide certification by the a pronriate Stato and Federal agency that there is reasonable sssurance the plant vill not violate applicable water quality standards. AEC is also implementing the National Environmental Policy Act and the Water Quality Improvement Act with respect to possible environ:nental effects for each major nuclear facility.

Under the Water Quality Improvement Act, the AEC now has authority and responsibility to require nuclear power plant licensees to provide certification by the -

appropriate State and Federal agency that there is reasonable assur-ance the plant will not violate applicable water quality standards.
