The purpose of this letter is to inform you of a defect in the Reactor Building Spray Systcu at Three !!ile Island Unit 1 which resulted in a violation of their Technical Specifications.

During recirculation of fluid in the sodium hydroxide storage tank, sodium hydroxide solution entered the sodium thiosulfate storage tank reducing the sodium thiosulfate concentration to a value below the Technical Specification limit.

The dilution occurred as a result of Icakage thru a normally closed valve in the inlet line to the sodiua thiosulfalc tank.

Please review your design and operating procedures to determine whether any changes are necessary at Arkansas Nuclear One - Unit 1 to reduce the probability of such an occurrence, and inform us within 30 days of the date of this letter of your conclusions and any proposed changes to your Technical Specifications.

To assure that such a condition does not go undetected at Arkarisas Nuclear One - Unit 1 we request that in addition to the current Technical Specification surveillance requirements both the sodium hydroxide and sodium thiosulfate storage tanks be sampled after makeup or recirculation of either tank until this possible problem has been investigated and resolved.
