Subject:

VIOLATION OF FUEL HANDLING TECHNICAL SPECIFICATIONS The licensee reports that on 3/8/00, two irradiated fuel assemblies were lifted and rotated in the spent fuel pool, without meeting Technical Specification requirements for Secondary Containment and Ofesel Generator Operability. Possible violation of other fuel handling Technical Specifications is being investigated by Region I inspectors now on site.

Fuel movement has been halted until Technical Specification requirements are met.

Media interest is not expected at this time.

No press release is planned by the licensee or NRC.

The Commonwealth of Massachusetts has been informed.

' Region I received notification of this event by telephone from IE HQ Duty Officer at 10:00 a.m. on March 10, 1980.

(The licensee reported via OPX line at 4:20 p.m. on March 9,1980).
