On January 18, 1976, a peaber of 'our operator licensin: staff was assignec to the NRC Region II Office as the Operator Licensing uranch Regional Representative. This transfer has been nade as part or a pilot test program which includes evaluation of the 1

feasibility of regionalizing the Operator Licensing 6 ranch functions.

Mr. Joseph J. Buzy of our office nas been selected for this position.

ihen requested oy lieadquarters, ne will assist in conducting examinations at power reacturs ano addit requalification prograre written examinations in tne Region. He will review any changes to tne licensed operator requalification programs.

Periodically, the Representative will audit training programs at utility and vendor training centers. All these assigonients nll de perturaed in accordance with hRR procedures. When audits and revicws are com-pletee, ne will forward his recomendations to lieadquarters.

When assigned by the Regional Director, the OLB Representative will audit training and requalification pronrams at any racility. The results of these audits will ue included in tne inspection reports 8004230kkG Mk 4 N

which are issued by the Regional Office. Audits of this nature will be perfonsed in accordance with IE procedures.

Inspection results of training programs are used by the NRC to validate connitments made in the safety analysis report, the facility license and on individual applications. Inspection results of requalification programs are also used in evaluation of applications of renewal of licenses.

Correspondence, including applications for licenses, renewal of licenses and changes to requalification programs should continue to be sent to tne U. 5. Nuclear Regulatory Commission, Office of Nuclear Reactor Regulation, Washington, D. C.
