The purpose of this letter is to inform you of a defcet in the Reactor Building Spray Systen at Three Mile Island Unit 1 which resulted in a EEr violation of their Technical Specifications. During recirculation of fluid in the sodito hydroxide storace tank, sodium hydroxide colution entered the sodium thioculfate storage tank reducing the sodium thioculfate

concentration to a value below the Technical Specification limit. The dilution occurred as a result of Icakage thru a normally closed valve in the inlet line to the codium thiosulfate tank.
