Wilcox Conpany (B&tl) dated Auaust 12, 1977, in support of the uith-holcing recuest.

S6U's reasons for requestinu that the data be witnhele from public dis-closure were that the inform.ation was tevelopeo at considerable cost to then over a three year perioc; it is not available in cpen literature or elsewhere en the open narket, and the market potential for this technology has a sienificant dollar value; therefore, its cisclosure is likely to cause substantial ham to Bbu's conpetitive position.

I!c have reviewed your application, the caterial, and the affidavit based on the requirerents 6nd criteria of 10 CFR 2.790 and have detemined that the above-nentioned docunent sought to be withheld contains trade secrets or privileceo comercic) or financial information.

He have also found at this tioe that the right of the public to be fully apprised of those plant-specific proprietary details regarding the reactor vessel material surveillance progran does not cutweich the cenonstrated concern for protection of fiW's competitive position. Con-siderable details on tre subject progran are availacle in the Public Docunent Roca in Topical Reports BAU-10006 (Revision 3 dated Cctcaer 1973) and CAU-1010DA (dated February 1975) er. titled " Reactor Vessel fiaterial Surveillance Progran."
