In our letter to you of January 15, 1974, Arkansas Power Light Company (AP&L) stated its intention to show by analyses that the most severe steam line break accident without an operational Steam Line Break Instrumentation and Control (SLBIC) System would not produce unacceptable consequences until quite late in the first fuel cycle.
However, by utilizing the data presently available and analog analyses run in the past, it is not possible to show this conclusively at this time.
A sophisticated digital analysis now under development by Babcock & Wilcox (B&W) could be used along with a model of Arkansas Nuclear One-Unit 1 (ANO-1) to provide a valid

analysis of steam generator blowdown.
Unfortunately, this analysis capability is not yet available.
AP&L has presented analyses in the FSAR which demonstrate that the uncontrolled blowdown of one steam generator (i.e.,
a break in one main steam line) does not present unacceptable consequences.
These analyses have been done with and without operator action following the accident and in both cases the results are acceptable.

Mr. A. Giambu=:o February 21, 1974 To mitigate the consequences of the uncontrolled blowdown of two steam generators, AP&L presented a SLBIC System to the AEC Staff.
In light of the Staff's review and comments received during a December 14, 1973, meeting with AP&L repre-sentatives and subsequent telephone conversations, AP&L is redesigning and re-evaluating this SLBIC System.
We are continuing this redesign effort and are conducting extensive reviews of the new design along with our Architect / Engineer and NSSS vendor to encure that it meets the design objectives and applicable criteria.
We expect to provide our finalized design to the AEC Staff for review on or before April 29, 1974, which coincides with the earliest start of the Staff's review based on information provided by the Staff.
At that time in the Staff's review when they can advise us of the general acceptance of the week period with' gn, we can install the system in a five SLBIC System desi the exception of the fast acting operators for the main feedwater isolation valves.
The fast acting operators for these valves are currently scheduled for delivery on or about August 30, 1974, at which time the operators can be installed in a two week period.
It is AP&L's position that ANO-1 can be operated safely with-out the SLBIC System during the interim per~.od based on the low probability of a severe steam line brean accident which would result in the uncontrolled blowdown of both steam gene-rators.
The uncontrolled blowdown of both steam generators with unacceptable consequences would require a simultaneous failure of both main steam lines with no isolation and con-tinued feedwater flow or a failure in one main steam line with no means of isolating the other main steam line and continued feedwater flow to the steam generators.
Both cases would also require the failure of the Integrated Control System (ICS).
The only occurrence which could cause a failure of both main steam lines would be a major seismic event at the site, the possibility of which is very remote.
Such an event would also most likely destroy both feedwater lines (seismic Category II portion) which would eliminate continued feed-water flow to the steam generators, thus makipg the conse-quences of the accident acceptable.
If tA. main feedwater lines remained intact, the ICS (though w. a sgfety related system) would terminate feedwater f1w J a ite steam generators.

Mr. A. Giambusuo. February 21, 1974 Due to the remote possibilities of the simultaneous events described above which could lead to unacceptable consequences from the uncontrolled blowdown of both steam generators,
AP&L feels that operation of the plant without the SLBIC System during the interim period will not cause any undue risks.
The late delivery of the fast acting operators for the main feedwater isolation valves will not be detrimental to safe operation since the only series of events which could pro-duce unacceptable consequences without these operators is as follows:
1.
A main steam line rupture upstream of its main steam block valve; 2.
Failure of the block valve in the other main steam line to close; 3.
The complete loss of all seismic Category II s team lines ;
4.
Continued feedwater flow to the steam generators (pdions of these lines are seismic Category II) ;
and 5.
Failure of the ICS to operate.
In conclustion, AP&L feels, for the reasons s tated above, that an operating license should be granted for ANO-1 without an operational SLBIC System.
