In June 1973, the Connission published Regulatory Guide 1.17, " Protection of I'uclear Power Planta Against Industrial Sabotage", and on l'oT mber 6, O

1973, adopted anendments to its regulations in 10 CFR Parts 50, 70 and 73 f9 to strengthen the physical protection of plants and materials. The new L

rules required, in part, that licensees authorized to operate production and utilization facilities subnit a physical security plan to the Cote:ission by January 7,1974, if such a plan, as described in the nev 10 CFR 50.34(c),

had not been submitted by : ovember 6,1973.

Although the docket record for your facility reficcts subnittal and review by the staff of a security plan, ve consider it necessary at this time

that you re-evaluate your security plan with respect to the regulations and the regulatory position set forth in Regulatory Guide 1.17.' The staff conciders that all nucler.r pcuer plants licenced pursuant to 10 CFR 50 should have or upgrade, if necessary, physical security plans to conform at nininun, with this regulatory position.

I' You are asked, therefore, to cubnit within 30 days of receipt of this ictter, the results of your re-evaluation, which should include, if neccesary, anondments to your security plan on the docket record, or a revised plan, in sufficient detail to pomit the staff to deternine ito confornance with Regulatory Guide 1.17.
